The Verkhovna Rada adopted The Law n°12221 On the harmonization of the technical regulation system with EU law

On 7 April 2026, the Verkhovna Rada of Ukraine took another step towards European integration by adopting The Law “On Amendments to Certain Laws of Ukraine Regarding the Harmonisation of the Accreditation of Conformity Assessment Authorities and the System of Technical Regulation with European Union Requirements”.

The Law forms part of Ukraine’s broader European integration agenda and is intended to adapt the national system of technical regulation to the EU law’s requirements. In particular, it introduces mechanisms for the mutual recognition of accreditation results between Ukraine and the EU Member States, as well as improvements to conformity assessment procedures for products.

Implementation of the law is expected to facilitate concluding of the Agreements on Conformity Assessment and Acceptance of Industrial Goods (ACAA), commonly referred to as the “industrial visa-free regime”. This, in turn, is anticipated to ensure simplified access for Ukrainian industrial products to the EU internal market.

Moreover, The Law increases the responsibility of business for the accuracy of the product related information and establishes new rules governing interaction with the European institutions in the fields of accreditation and technical regulation.

Overall, the adoption of this Law is expected to bring significant benefits to Ukrainian exporters, including:

– enabling Ukrainian industrial products to enter the EU market without additional certification;

– eliminating the need for duplicate certification procedures;

– enhancing product quality through the implementation of European technical regulations.
